Move AccessEnforcementFilter to scanned package, revert ComponentScan

The widened @ComponentScan caused a corsFilter bean conflict between CorsConfig and WebConfig. Moved the filter into com.kamo.api.app.config (already scanned by @SpringBootApplication) and removed the ComponentScan.
