The stage filter only ran for the public marketing proxy. This endpoint also feeds the in-app SubscriptionOrderWizard, which is where a customer actually pays, so an app still sitting in the Not Available list could be bought from inside the product. It is now unconditional: the endpoint only ever serves purchase and browse surfaces, while the catalog EDITOR reads and writes through **************** so the platform owner can still price and stage a product before launch. Also closes a way back in: a bundle is a basket of add-ons, so bundling an unreleased app would put it straight back onto the page its add-on had just been filtered off, and leave a dangling item pointing at an add-on no longer in the payload. Those items are dropped, and the bundle with them if that empties it.
