LegalSettings is one row per organization carrying the wording a NEW legal package starts with. It is a DEFAULT, never a live reference: creating a package copies the text, and publishing freezes that copy onto a version, so editing it here cannot alter a package that exists or one somebody has already agreed to. LegalDefaults holds the platform wording in ONE place. The KamoInitializer seed, the DocsService read fallback and the settings field all bind to it — three literals would drift and orgs either side of the migration would then disagree about what the default is.
