Built on the EntityManager rather than a shared-lib repository method: the filter set is dynamic and adding it to kamo-shared-library would force a shared-artifact rebuild on every consumer for a query only DocsService issues. The organization predicate is unconditional and first, and a test proves it survives every filter combination — the endpoint takes no org parameter, so a dropped clause would list another tenant's assignments. Paging carries a uid tie-break because a 200-member delivery writes deliveredAt inside one millisecond. Document counts are two GROUP BY queries, not 25 per-row lookups. An unknown status is a 400, never a silently ignored filter on a compliance grid.
