Parse create-org JSON without @RequestBody to avoid 415

Spring returns Unsupported Media Type when Content-Type is missing or not accepted for @RequestBody. Read bytes and use ObjectMapper instead so APIService/Next proxies cannot trigger content negotiation failure.
