Persist language change and show current language in tooltip

The members endpoint accepts PUT not PATCH, so the language picker's PATCH was silently ignored — Member.language never actually updated, which is why refreshing reverted the UI to the previous language. Switch the call to PUT and surface a non-2xx as a thrown error so failures don't fail silently. Tooltip now reads "My Language - 中文 (Chinese)" so the current selection is visible without opening the dropdown.
