DocsService serves document bytes, so its trail is what an accounting of disclosures under §164.528 is actually assembled from. It was writing to a 14-day log stream against a six-year obligation, with no query surface. The bean and the @EnableJpaRepositories entry land in the same commit deliberately. JpaPhiAccessLogWriter is unannotated in the library precisely so services opt in one at a time; declaring the bean without the matching scan is what took every login on the platform down earlier today, and separating these two edits across commits would reproduce that failure exactly.
