The spec calls SW6 'wire the finished UI', which assumed a backend existed to wire to. ServiceJob, ServiceVisit and ServiceLineItem's new columns have zero runtime callers — a grep across SecurityService returns nothing. And ServiceFulfillmentPolicy is never invoked: the only two references outside its own package are javadoc, so commerce_service_jobs has zero rows in every environment and always would. That is a gap in SW3, which implemented the interface without a step to call it.
