Labour and parts become ServiceJobLine rows on the job, not ServiceLineItem rows: OrderLineItem.order is optional=false, so a ServiceLineItem cannot exist without an Order — and a technician records labour long before anything is billed. Sign-off and time tracking need no new tables; those columns already exist on ServiceJob and ServiceVisit and simply have no writer.
