The admin preview renders a template against a sample variable map, and this one has no arm — so an org administrator opening SYSTEM_BUG_STATUS_CHANGED would see a letter with holes where the button, the callout and every status colour go. The real values come from **************** which pre-renders the conditional blocks because TemplateRenderer cannot branch. The preview therefore has to carry finished HTML for them rather than plain strings.
