Neither pricing map had a totality check, and the two failure modes are different and both silent. Missing from CATALOG, an app lands nowhere on the pricing matrix. Missing from TIERS, every tier writes is_included=false — an explicit DENIAL that entitlement fail-open does NOT rescue, because fail-open only applies when a plan has no row at all and this writes one. So a forgotten app is either given away to everyone or padlocked for everyone, and which one depends on a detail nobody remembers at the time. The five commerce verticals sit on exactly POS's rung. They were not separately purchasable before the app tree — anything an org holding POS could do, it could do — so putting them anywhere else would retroactively charge for capability people already have. A test pins that to POS rather than to a literal, so moving POS moves them. EHR is enterprise-negotiated like the origination systems: no list price, CUSTOM plans only, absent from every tier. Onboarding a PHI customer means a BAA and a compliance review, not a self-serve checkout. 159 tests green.
