Promote ModalShell/ModalActions and SaveSpot to shared modules

Eight section files plus the webhooks admin page each defined their own copy of ModalShell + ModalActions and/or a SaveSpot save-state chip. All now live in [uid]/components/Modal.tsx (with an optional size prop to cover both the md confirmation modals and the lg form modals) and **************** (SaveSpot now uses the existing mortgageApps.detail translation keys instead of hardcoded English).
