AiProviderController reads/echoes costTier + supportsVision. ProviderRoutingService gains selectVisionProvider(orgId, tier). **************** runs a one-shot vision completion reusing the org's provider/adapter (no session/RAG/tools). New AiInternalController POST /api/ai/internal/vision (X-Internal-Auth, OTK-exempt) for service-to-service callers.
