Reach the borrower's OWN officer directly, no support-right gate

Drop the ACCEPT_SUPPORT_TICKETS requirement from assignToPreferredAgent: the borrower's assigned loan officer is reachable regardless of whether they're a configured support agent (the member id was already validated as that lead's officer in SecurityService). Keep an org-membership check as a safety belt so a tampered client can't route a session to another org's member; unknown/cross-org ids fall back to the default pending queue.
