Picks up the comp-provisioning fix. A comped order granted its plan and none of the add-ons it sold, because provisionCompSubscription never wrote active_addon_codes and the order had already lost which add-ons those were. The shared library has no pipeline of its own — services clone it at image-build time — so a fix that lives entirely inside it reaches nothing until a consumer rebuilds. This repo hosts the endpoints that create and approve subscription orders, so it is the consumer that matters.
