A first-time buyer is eligible for programmes nobody else can use, so a lead that does not carry the answer costs the officer a call to ask it. The public application form asks; there was nowhere to put it. Nullable and three-valued deliberately. Null means "not asked", which is what every lead created before this column and every intake path that does not collect it should read as — defaulting to false would tell an officer the borrower answered no. Claimed, like everything else on LeadClaimMortgage: nobody has checked a title record, and the HMDA firewall on that entity applies unchanged.
