Redesign Prepare Selected tab with reordering, preview, and bulk download

Replace mock Options panel with functional document preparation UI. Documents are reorderable via drag-and-drop and arrow buttons, with checkboxes for deselection. Right panel shows per-page thumbnail preview with navigation. Bottom bar offers merged PDF or ZIP download with Include Modifications toggle. Add API proxy routes for general document thumbnails and bulk download endpoint.
