Redirect EMAIL_NOT_VERIFIED to register/resend-verification

Removes the inline EmailVerifyCard from the login page and all related state/callbacks. On EMAIL_NOT_VERIFIED, the user is now forwarded to **************** where the existing PostCompletionScreen handles resend and code entry.
