- OrganizationController: replace ensureTeamMembersForAllOrgs (full org table scan) with ensureTeamMemberForOrg (single org) — eliminates the ~400ms×N DB round-trips that made the /network/create submit appear stuck - OrganizationController: move emailTemplateSeedClient.seedOrg to a post-commit CompletableFuture so it no longer blocks the HTTP response - SystemUserBackfillService: add ensureTeamMemberForOrg for the focused single-org path used during creation - CommitLogTranslationListener: remove shared @Transactional from translateCommitLog and introduce saveLocaleTranslation with REQUIRES_NEW so a single locale DB error cannot abort the CockroachDB connection and poison all subsequent locale inserts in the same batch
