Register esign repositories for the meter submission bean

EsignMeterSubmissionService needs EsignUsageRecordRepository, but @EnableJpaRepositories didn't scan com.kamo.z.shared.esign.repos, so the context failed to start. Add the package (entities were already covered by @EntityScan).
