Reject negative income / asset / liability amounts on section saves

Extends the requireNonNegative guard (already on loan amount + property values) to the core DTI/asset inputs in BorrowerSectionService: employment income **************** other monthly income, asset cash/market value, and liability unpaid balance + monthly payment. A negative would corrupt DTI / asset totals downstream. Fields that CAN legitimately be negative (self-employed income-or-loss, net rental income) are intentionally NOT guarded. Activates on the next SecurityService rebuild against this shared-lib.
