MANAGE_TIMECARDS to read the org's rules — the workweek and rounding settings describe how everyone in the org is paid — and FINALIZE_PAY_PERIODS to change them, because they are the numbers a period freezes when it closes. A member may read their OWN schedule on identity, without any right. A schedule is what someone is expected to work, and being unable to see it is not a defensible product.
