Remove client-side OTK from multipart upload, add upload debug logging

The client was generating a wasted OTK before upload (the Next.js route generates its own server-side OTK for the backend). Removed the client OTK to simplify the flow and eliminate potential timing issues. Added debug logging to the backgrounds POST route handler.
