Remove full-component permission gate from AccessBlockManager

New rights aren't assigned to any role yet, blocking all users. Other security settings tabs (API Access, OAuth2, System Debug) don't have permission gates — follow the same pattern. The tab being within the security settings area is sufficient access control.
