Adds effectiveAutonomy(orgId, stage, floor) → EffectiveAutonomy{threshold, autoExecuteEnabled}: one chain-walk (profile → config → stage-override) that returns BOTH the §6.2 floored confidence-wall threshold AND the auto_execute_enabled master switch (stage-override-aware). effectiveAutonomyThreshold now delegates to it (single source of truth). Lets the RCE lock gate honor a tenant that turns auto-execution OFF as an auto-act CEILING regardless of the request's autonomy level. Empty when no tenant config (caller uses the platform default; the request governs). Additive; only the gated MlosActivationService bean is affected. 4 tests.
