Replaces the Resources placeholder with DocManager on a document collection of its own — ImageAssocType.HR_RESOURCE, bucket imaging-hr-resources — org-scoped the way Marketing Materials is, and deliberately separate from it: a marketing flyer and an employee handbook do not belong in one library. The assoc type is sent as the enum's ORDINAL (13), not its id (15). The imaging backends resolve it with values()[assocType] and the two diverge because the enum skips id 6; sending the id would write into another collection's bucket, which is how the My Docs surface once shipped documents it could not read back. HR_RESOURCE_ASSOC_TYPE carries that reasoning next to the constant. DocsService and ConversionService were rebuilt for the new constant first — the frontend is the only thing that sends 13, so it lands last.
