Now that Starter and Business each carry a one-time charge on the card, a Free card that says nothing about it invites exactly the wrong inference — the reader who has just read "$99 per seat" twice has no reason to assume the tier above the fold is different. The one plan where "no startup fee" is still true now says so, in the same position and the same voice as its neighbours, and answers the credit-card question in the same breath. Scoped to monthlyPrice === 0, which is Free alone. Enterprise is -1 and negotiates its own terms, so it asserts neither a fee nor the absence of one.
