Granting or revoking Exec2Exec Access now publishes exec2exec.desk.changed, so MediaService can put an executive on every chat — or take them off — as the toggle on the platform-admins page moves, rather than whenever its sweep next runs. After commit, not inline: MediaService re-derives the whole desk from the database and never trusts the payload, so a rolled-back grant cannot seat anybody — but an inline publish races the commit, and a reconcile that reads first reconciles to the old desk. The payload is for the log, not the logic. It publishes when the right is held before AND after as well: re-saving an executive is the natural way to put them back on the chats after a missed event.
