Scale ratestack MySQL to 0 and suspend its backup job

The ratestack estate has been torn down to free cluster resources for kamocrm. The cluster-services MySQL instance serves ratestack only (kamo and mail each run their own), so it is scaled to 0 and its nightly backup CronJob suspended. Data is preserved on the k1m1 hostPath; restore by setting replicas back to 1 and suspend back to false.
