The question was on the form and the answer went nowhere — there was no column for it until the shared library gained one. It changes which programmes are worth quoting, so a lead without it costs the officer a call to ask. Null rather than false outside a purchase: on the lead the field is three-valued, where null reads as "not asked" and false as "they said no".
