GET /orgs takes page/size/q/sort/dir plus seven filters and returns the house page envelope with estate-wide aggregates. GET /orgs/{orgId} serves full detail for the console's drill-in drawer, where the per-account fan-out is fine because it is bounded to one org. listAllOrgs() is replaced rather than kept as a truncating delegate: it had exactly one caller (this controller), and the frontend's listOrgs() had exactly one (the tab being rewritten), so a compatibility shim would only have added a silent-truncation risk with nothing depending on it.
