Show error icon when a message fails to translate

When the per-message translate call returns translated:false, errors out, or times out, the chat bubble now renders a small red ErrorOutline icon in place of the translate badge with tooltip "Failed to translate message." instead of silently leaving the bubble in the original language. The flag is reset whenever the user picks a new language so a re-attempt can succeed without the stale error sticking around.
