Show the "Manage Background Images" button so members can upload

The Background & Theme section used BackgroundManager under external open-control but nothing ever opened it, so the upload/select dialog was unreachable — you could toggle org-vs-own but not add your own images. Pass showButton (+ a translated label) so the trigger renders and opens the dialog (select + upload).
