Hand-written into the fixed left cluster between My Profile and Log out. NAV_REGISTRY cannot express a position between two fixed controls and its badgeKey field is dead code, so this is not a registry entry. Gated on getMemberType() === 'TEAM_MEMBER', never on checkRight(): checkRight returns true for every right under active god mode, and this button leads to the evidence of what a specific person personally agreed to. getMemberType() defaults to 'MEMBER', so the gate fails closed. Badge idiom copied from Chat Now — 99+ cap, color="error", invisible at zero. Icon-only with an aria-label, and navigation through <Link component={NextLink}> because check-client-navigation.mjs fails the build on window.location.href. The tooltip reuses hr.tabs.legalCompliance, the same key the member page heading already calls, rather than inventing one.
