The tab shipped six invented entries — Sales Team on 1001, a Conference Room permanently ringing — so dialling one reached whatever happened to answer that extension, and the BLF badges reported presence nothing was subscribed to. It now reads /api/security/departments and lists every department the org has given an extension, sorted by title, with the outside number underneath when one is set. Loading, empty and retryable-error states replace the tiles that could never be empty. The GET is org-scoped and needs no right, and it fires only once the tab is first opened.
