New com.kamo.z.shared.mlos.legal package — the greenfield producer of the DecisionGate's absolute legal-wall input (doc 03 §3.2). Substrate-first, no adopter yet: - LicensedActRegistry (platform ref, per act+state) — does this regulated act legally require a licensed human? Unique(act_type, state_code). - RonEligibility (platform ref, per state) — ronAllowed/ipenRequired + the commissioning/signer/property alignment rule tokens. - StewardLicense (tenant-scoped, keyed to memberId) — NMLS-by-state licensure. NO stored status column: computed from effectiveDate<=today<=expiresAt (doc 13 §4.3 corrections ledger overrides doc 03's inline status field). - LegalRegistry @Component (gated mlos.legal.enabled, default off): fail-closed legallyRequiresHuman / stewardLicensedFor (date-based) / ronAllowedIn. stateCode is ISO-3166-2 String (international-ready; USStateType is dead code). Indexes entity-declared via @Table. 9 LegalRegistryTest pass (TDD). Composes the shipped DecisionGate by contract — no decision/steward edits. License-aware StewardTask assignment deferred to the next slice.
