Read the ui-preferences collection endpoint (always 200) for the initial navLayout load instead of the single-key GET, which 404s when a member has never customized their nav — the common case, firing on every page load. Gate the softphone's history/voicemail/features loads on a new capabilities 'configured' flag so an org with no phone provider fires zero provider- dependent calls (previously three 422s per page load). Configured orgs are unaffected — the flag is true whenever a provider exists, independent of its advertised feature flags (KamoPBX reports all-false yet is a real provider).
