Key coverage is not translation. TranslateService returns the source text when no provider supports a direction — ProviderRouter logs "No provider supports en->ta" — so ta shows ~99% key coverage while 98.4% of its values are byte-identical to English. The previous commit put it in the hreflang cluster with a self-referential canonical, which would have offered ~40 English duplicates per locale-path to the index under a Tamil language claim. Untranslated locales now canonical to the English original instead of themselves, and drop out of the hreflang set and the sitemap's alternates. They are still served — only the claim that they are a localized variant is removed. **************** makes this measurable rather than assumed, and reports the collections namespace separately since a locale can be well translated overall while its newest namespace is still English.
