Build 21 failed in puppeteer postinstall fetching chrome-headless-shell — an SSL "decryption failed or bad record mac", the same flaky-transfer class that took out the BillingService build today. puppeteer is a devDependency of **************** which a developer runs locally. The image never launches a browser, but npm ci installs devDependencies for the Next build, so every image build was pulling ~150MB of Chrome to throw it away — and giving itself another chance to fail.
