Stop duplicating the memberId query in the GET proxy

The GET list proxy hand-appended ?memberId= to the apiPath, but forwardToApi already re-appends the browser's query string — producing ?memberId=X?memberId=X, which broke SecurityService's Long binding (400). The member wallpaper page (and the old My Account manager) therefore got zero backgrounds on load, which disabled the Source toggle and hid the uploaded images. Pass only the base path; forwardToApi carries the query.
