Loading the console makes four calls, and any one of them throwing produced "Couldn't load your billing" with nothing else on screen. The subscription list is the realistic case: it refuses a member who is not on the account, which is correct, and cost them the plan picker as well. Only the account lookup is a real prerequisite now. The other three degrade to an empty result and name themselves in a banner, so the page shows what it could load and says what it could not.
