Stop seeding a palette colour on the org master note

Both master notes are painted from the ORGANISATION's brand now — primary for "Our Master Note", secondary for "My Master Note", each as a pastel — so a stored palette id is a second answer that nothing reads, and one that would resurface if the client-side override were ever removed. Existing rows keep whatever they were seeded with; it is ignored, not migrated.
