A department's contact address is derived from the assigned mailbox server-side, and `email` was dropped from the create and update requests when the mailbox pointer landed. This kept sending it as a bridge for a SecurityService built before the pointer existed, on the stated assumption that a rebuilt service would ignore it. It did not ignore it -- it refused the whole body, so every department save failed with a bare "Bad Request". The service side is fixed separately; the bridge itself is past its purpose either way, since no build still reads the field.
