SettingsView declares an 8px primary-tinted scrollbar on the white card, but that card never overflows — every ancestor down to TabPanel is flex:1 with minHeight:0, so the overflow resolves there. The result across all of settings was a raw ~15px OS scrollbar cutting across the card's rounded corner, taking width from the right edge only, while the styled one never appeared. TabPanel is used solely by SettingsView, so moving the rules there is contained to the settings surface and finally renders what SettingsView already asked for.
