The agent snapshot now carries per-recipe staleness (up-to-date / stale / missing); plumb it through the API + SSE to the page: - Services tab shows a freshness line per tile service and the Start button becomes "Regenerate N" (= stale + missing) when there's targeted work, or "Up to date". - Overview completion tile hint shows how many tiles need updating. Start is already provenance-driven on the host, so the button triggers a targeted regen of exactly the stale/missing cells.
