Adds Platform Administration → Configuration, a parent-org-owner-only page that grants or revokes permission to impersonate the platform System User by department, job title, or individual team member. Registered in all three nav locations (settings page tile list, SettingsStatusWindow routes + sub-topics, and the page itself). Updates /network to use the new /api/security/enter-as endpoint for the existing ENTER button, so the destination domain receives a session built from the target org's member (fixing the bug where the source org's memberID/orgID leaked into the new session). Adds an ENTER AS SYSTEM MEMBER button next to ENTER that only renders after **************** confirms the caller is eligible.
