The app-tree backfill turned out to already exist as **************** restricted to isGated() verticals. Dropping that restriction is the whole change. Records the finding that cost a second KI run: the loop skipped top-level orgs, which was correct when it only granted lending apps but wrong for the app tree, because isAppEffectivelyEnabled requires an OrgFeature row and has no top-level exemption. KamoCRM runs active RETAIL and SUBSCRIPTION markets and would have lost both.
