GET **************** returns the organization's people, departments and roles as picker options, in one call and in one shape. Built on the reporting option providers rather than on the members, departments and roles endpoints: those each answer a different screen's question and return a different shape, and a share dialog consuming all three would break whenever any of them changed for reasons unrelated to reporting. Gated on SHARE_REPORTS — the list of everybody in the organization is not something to hand to a member with no reason to see it. A share target is now a string throughout. A member id is a 19-digit Long and a department or role id is a UUID; the Long column this started with could hold half the kinds, and the half it could not would have failed by silently matching nobody. The department and role checks compare as text and resolve by membership NOW rather than by what a session happened to hold when the share was made. Every one of the three membership checks fails closed. A share that cannot be evaluated does not grant.
