EmailService used to create **************** on every startup; DDL on this cluster belongs here instead. Idempotent, auto-committed (YugabyteDB builds indexes online), and duplicates are counted and logged, never deleted - a contacted row is a campaign's permanent record of an address. EmailService now only checks for the index by this name.
