Unwrap {markets:[...]} envelope in Attach dialog

GET /api/security/commerce-markets returns { markets: [...], message: "..." }, not a bare array. The Attach Commerce Market dialog was treating the whole response as an array and blowing up with 'a.filter is not a function' (and then falsely reporting "No unattached Subscription markets available"). Read data.markets with an Array.isArray fallback so either shape works.
